ASEAN is at the heart of the U.S. vision for a free and open Indo-Pacific. ASEAN is diplomatically, economically, and strategically central to U.S. and global prosperity in the 21st century. In this region, the United States aims to work with all our allies and partners to uphold principles of sovereignty, transparency, good governance, ASEAN centrality, and a rules-based international order.

Across the four priority areas of the ASEAN Outlook on the Indo-Pacific- economic, infrastructure, maritime, and connectivity - ties between the United States and ASEAN nations are growing closer. Engagement with ASEAN and ASEAN-related fora are the principal regional mechanisms to build cooperation within Southeast Asia in the Indo-Pacific. The President, Cabinet secretaries, and other senior leaders throughout the U.S. government view engagement with ASEAN as a key way to ensure peace, security, stability, and prosperity for our one billion peoples.

The United States believes ASEAN, under Vietnam’s Chairmanship in 2020, will strengthen regional cooperation and collaboration during this unprecedented global challenge of COVID-19. The global pandemic highlights the prescience of Vietnam’s focus on a “Cohesive and Responsive” ASEAN. ASEAN demonstrates its effectiveness when the member states are unified and speak with one voice on regional security and economic challenges.

We look forward to working with Vietnam to further the Initiative for ASEAN Integration and broaden U.S. engagement in the Mekong region. We hope that under Vietnam’s Chairmanship, ASEAN will stand together to address pressing regional challenges, such as maritime security, transnational crime, terrorism, humanitarian crises, and protecting the human rights of the most vulnerable populations in the region.

The United States will continue working toward building an inclusive, peaceful, secure, and prosperous region and building stronger partnerships between our peoples and across the Indo-Pacific. Our partnership is strong because it is based not only on links between our governments, but on the rich, deep-rooted connections with our private companies and our citizens. We will continue to invest in the human capital of the people of ASEAN - in programs and exchanges that develop talent and unleash the ability of every individual to contribute to the peace and prosperity of the larger ASEAN community. We will work for hand in hand with our partners and allies to advance objectives with ASEAN.

As we have done for the past 43 years, the United States stands with ASEAN countries to meet the challenges in a shifting global and regional landscape. We seek to deepen collaboration with ASEAN on post-pandemic recovery efforts, to counter the socio-economic impacts of COVID-109by reinforcing trade and investment, and to enhance cooperation in the digital economy, small and medium enterprises, and innovation.

We will also continue to promote shared values of openness, transparency, inclusivity, rules-based frameworks, respect for sovereignty and international law, and good governance enshrined in the U.S. vision for Indo-Pacific and the ASEAN Outlook for the Indo-Pacific.

We look forward to continuing to partner with Vietnam during its 2020 ASEAN Chairmanship year.
